The measure would amend Section 1 of Article 5 of the Kansas Constitution to specify that in order to vote in Kansas, individuals must be citizens, at least 18 years old, and a resident of the area in which the person is seeking to vote in. However, the Kansas Constitution already states that eligible voters must be 18 years old, a citizen and resident of the area in which they will be voting. This repetitive (already in the state constitution) and unnecessary (only citizens can currently vote) proposed amendment could be used to restrict voting by requiring proof of citizenship to vote.
● The language is vague—it does not state how a person will need to prove their citizenship (passport, original birth certificate, Real ID, all of the above?) or how often an individual will have to prove their citizenship (every election?). Republican lawmakers will interpret this vague language to pass laws making it harder to vote.
● The amendment would disenfranchise many from voting—those who may not have or cannot afford the required documentation.
● The amendment would disenfranchise many women who changed their name when they married by requiring marriage and/or divorce documentation to validate the name change.
The Douglas County Democratic Party asks you to vote “NO” on this proposed constitutional amendment. The Kansas Constitution adequately specifies voter requirements that protects fair elections. We must not create confusion and mistrust in our voting system that advances needless voting restrictions. VOTE NO.

Precinct 39 is the area of Lawrence that is north Eleventh Street, east of Massachusetts Street and south of the Kansas River. Roughly speaking, it is comprised of the northern half of the East Lawrence neighborhood, and the eastern half of Downtown Lawrence. It is a center of local history, art, music, culture and local small businesses, and is politically perhaps the most progressive spot in the entire state of Kansas. Precinct 39’s polling place is the Cider Gallery at 810 Pennsylvania Street.
Democratic Precinct Committee chairs for Precinct 39 are Jennifer Nietfeld and Barry Shalinsky. Jennifer is an active volunteer at the Ballard Center; Barry is an active volunteer at the Lawrence Jewish Community Congregation and the Lawrence Coalition for Collaborative Governance. Both are active members of the East Lawrence Neighborhood Association.
Precinct 39 has more than a half dozen restricted access apartment buildings, making door-to-door canvassing difficult. We are looking for people who live in these buildings who are willing to talk with their neighbors to encourage them to vote at election times.
